数字化时代的民主

本课程从对经验民主和规范民主的民主理论(即经济、多元、参与、协商理论)绍介开始,通过理论演绎和具体的方法假设,对数字媒体民主的风险和潜力进行分析。这些假设指导我们对电子政务、电子参与、在线审议等重要实证研究成果的看法。它将表明,互联网并非西方民主体制结构性问题的解决方案,而是一条主线和一个机会。


英文课程简介

Based on empirical and normative democratic theory (namely economic, pluralist, participatory and deliberative theory), the students can do some deductive work and derive approach-specific hypotheses about risks and potentials of the digital media for democracy. These hypotheses then guide our view on important empirical research findings about e-government, e-participation, online deliberation and so on. It will be shown, that the internet is by no means a solution to the structural problems of western democracies, but a major thread as well as a chance.
