党的十九大报告首次明确提出要建设“交通强国”的发展战略。2018年是交通强国建设的起步之年，据不完全统计，有22个省市公布了交通投资计划，打造综合交通体系和扶贫脱贫攻坚成重点。在此大的背景下，农村公路特别是偏远农村的村-村公路是怎样的现状，如何基于交通强国战略进行农村公路的建设，是值得道路工程专业学生深刻思考的重大政策性问题与工程建设问题。我国规范、我校土木工程专业道路与桥梁工程方向的专业课设置主要是基于高速公路等高等级公路的建设，与较低等级的公路建设联系的针对性与密切性还不够强，导致在面对低等级道路建设时缺少明显的技术针对性，而且这个现象非我校专业独有，具有广泛的社会普遍性。跟高速公路相比，农村公路等级较低，显然应具有不同的建设策略与技术方案。初步了解的实际情况是，因为等级低，农村公路在技术方面就未能得到充分的重视，同时，建设技术力量较为薄弱，致使设计、施工与质量控制方面等均存在一些明显的问题。由此导致的后果是，所建道路很快就出现质量病害，未能达到应有的使用寿命，严重影响投资效益。
本项目拟以贵州省部分农村道路为调研对象，对其现状进行广泛、深入调研，旨在：一方面，使学生深刻了解我国偏远农村道路在运营、建设与管理方面在的问题；同时，针对农村道路的交通特点，就道路线形、路基路面结构、筑路材料、施工技术与管理等方面进行研究，提供相应建设技术方案的一般性原则，形成报告，为在建设交通强国战略下的我国农村公路建设提供参考。另一方面，也通过这次社会实践活动，使学生借机深刻了解偏远农村经济发展等社会状况，触动学生的社会责任感，培养我校大学生的家、校、国情怀与历史担当感。

According to incomplete statistics, 22 provinces and cities have announced their transportation investment plans to build a comprehensive transportation system and focus on poverty alleviation. In this context, what is the status of rural roads, especially the village-village roads in remote rural areas? How to construct rural roads based on the strategy of transportation power is an importation policy and engineering construction problem which is worthy of deep thinking for the students major in road engineering. Specification in our country, major professional course setting for road and bridge engineering direction of civil engineering is mainly based on the construction of high-grade road, such as highway . The pertinency and affinity of lower levels of road construction is not strong enough, It lacks of obvious pertinence technology in the face of low grade road construction and this phenomenon is not exclusive to our school, it has extensive social universality. Compared with highway, rural roads are of lower grade and should have different construction strategies and technical schemes. According to understanding preliminarily The actual situation is that rural highway is not gotten sufficient attention in technical because of low grade, At the same time, technical force of construction is weaker, which cause respects of design, construction and quality control exist a few apparent problems. As a result, the quality diseases of the roads appear soon, which fail to reach the proper service life and seriously affect the investment efficiency.
This project intends to make the rural roads in Guizhou province as the research object, conduct a wide and in-depth investigation on their current situation, aiming at: on the one hand, to enable students to deeply understand the problems in the operation, construction and management of remote rural roads in China. At the same time, in view of the traffic characteristics of rural roads, the paper studies the road alignment, subgrade and pavement structure, road construction materials, construction technology and management, provides the general principles of corresponding construction technology schemes, and forms a report, which provides reference for the construction of rural roads in China under the strategy of building a strong traffic country. On the other hand, through this social practice, students will have the opportunity to have a deep understanding of the economic development and other social conditions of remote rural area, touch the social responsibility of students, and cultivate the feelings of home, school and country of our college students and sense of historical responsibility.
